ENCINITAS, Calif. — Encinitas is the latest city to consider creating a parking lot that would allow homeless individuals sleep in their cars, and on Wednesday, the City Council was met with a divided and outspoken crowd before voting 4-1 to review the proposal again in six months.
Lisa Leslie was one of more than 50 people who spoke about a proposal to place a safe parking in the 400 block of Saxony Road that would allow people to sleep in their cars overnight.
“I am concerned about the noise. I am concerned about safety,” she said.
The proposed lot would be operated by Jewish Family Service, the same organization that has opened three other lots in San Diego.
“We know this is not just a local crisis but a state wise crisis,” said an Encinitas resident.
According to the latest numbers, there are more than 350 people in North County who live out of their vehicles, at least 51 in Encinitas.
“Many of the people who would be served already live in their cars. This is about providing safe parking for those already in our community right now,” said Bob Kent.
The Safe Lots are created as more than just a spot park. They also provide bathrooms, food, and comprehensive services for individuals to find housing and work.
Entry into the lot is not a first-come-first-serve. Instead, those allowed in are prescreened, but residents expressed concerns as the proposed lot is so close to homes and a YMCA.
“I’m worried about the lowest common denominator the one or two guys that might not be following all the rules,” said Lisa.
Some said the parking lot is just what the city needs right now.
“There are no reasons why we can’t help,” said another Encinitas resident.
