15-year-old suspect arrested after four shot at Otay Ranch Town Center during dispute

Chula Vista police said the shooting did not appear to be an active shooter and it was "not random."

CHULA VISTA, Calif — A 15-year-old boy was arrested Friday night, six days after four people were shot at the Otay Ranch Town Center last Saturday, Chula Vista police confirm. The owner of Novo Brazil Brewing shared the surveillance video featured in this story with CBS 8 and requested that we blur out the customers that were inside the restaurant and the time of the shooting.

Around 7:16 p.m., Chula Vista police received reports of shots fired at Novo Brazil Brewing inside the Otay Ranch mall.

Due to concerns there was an active shooter, several Chula Vista Police officers responded to the scene along with officers from the San Diego and National City Police Departments. The mall was immediately locked down while officers secured the scene and searched for victims.

Officers found four gunshot victims with non-life-threatening wounds. They were all transported to hospitals. One was identified as a 16-year-old male with non-life threatening gunshot wounds to his legs. The juvenile victim is believed to have been involved in the initial dispute. An uninvolved 58-year-old man and 60-year-old woman were also shot in the leg and transported to a hospital for treatment of non-life threatening wounds. In addition, an uninvolved 21-year-old woman received treatment at a hospital for a non-life threatening injury believed to have been caused by a bullet grazing her leg. 

Chula Vista police say the shooting does not appear to be an active shooter and it was "not random." The preliminary investigation by police suggests the shooting started after a confrontation between two opposing groups of individuals.

The Otay Ranch Center was reopened and the lockdown was lifted during the ongoing active investigation late Saturday evening, Chula Vista police Sgt. Anthony Molina said. He also said it does "not appear to be evidence of a hate crime or a nexus to terrorism."

Chula Vista officers spoke with several witnesses and collected video at the scene, including video which captured much of the incident. The video is being reviewed by investigators but will not be available for the public at this time.
